Deployment of CARO v1.3 shifts compliance operations from point-in-time checks to continuous license and ATP monitoring.

BERKELEY HEIGHTS, N.J., and NEW YORK, N.Y., October 5, 2026 — Breckenridge Pharmaceutical, Inc. has partnered with Spherity to deploy CARO v1.3 to automate authorized trading partner (ATP) and license management as part of its Drug Supply Chain Security Act (DSCSA) compliance operations.

The initiative reflects the need for pharmaceutical companies to maintain current trading partner and licensing information and demonstrate their compliance processes during audits and inspections. A recent Louisiana Board of Pharmacy compliance presentation emphasized the importance of current licensing information and the ability to retrieve supporting compliance records when requested. Louisiana law also requires distributors to distribute legend drugs and devices only to persons authorized by law or regulation.

For pharmaceutical companies managing hundreds of trading partners across multiple states, a license document collected during onboarding or renewal provides evidence of status at a point in time. It does not by itself show whether that license remains active after a subsequent expiration, suspension, or other status change.

CARO creates a continuously maintained ATP and licensing record, with automated verification against available authoritative sources on a defined schedule.

From Periodic License Reviews to Continuous ATP Management

Spherity's DSCSA CARO platform will help Breckenridge:

  • Centralize ATP and license data: Maintain organizations, facilities, licenses, contacts, and related trading-partner information in a centralized source of truth for Breckenridge’s ATP and licensing data.

  • Automate license monitoring: Query available DEA, FDA, and state licensing sources on a defined schedule and identify changes in license or authorization status, including expiration, suspension, or revocation where authoritative source data is available.

  • Reduce manual follow-up: Replace recurring spreadsheet reviews, email requests, and manual document filing with automated monitoring, exception alerts, and workflow support.

  • Maintain verification evidence: Capture time-stamped verification activity and supporting records so compliance teams can more efficiently respond to internal reviews, audits, and regulatory inquiries.

  • Connect ATP data to operational systems: Integrate trading partner master data with ERP, WMS, and other supply-chain workflows to help ensure the information used operationally remains current.

The objective is not simply to replace a spreadsheet. It is to establish an operational control layer for trading partner data that automates monitoring, identifies changes, and surfaces exceptions to the teams responsible for acting on them.

“Compliance data has to stay current. A license copy tells us what was true when the document was obtained, but it doesn't necessarily tell us what is true today,” said Bill Justice, EVP U.S. Operations Officer at Breckenridge Pharmaceutical. “CARO gives our team a more automated way to manage ATP and licensing information and respond when something changes.”

“The challenge is not collecting a license once. The challenge is knowing whether the information is still valid when the business needs it,” said Eddie Pak, Director of Strategic Partnerships at Spherity. “CARO creates a continuously maintained ATP and licensing record, monitors authoritative sources for changes, and preserves verification evidence that compliance and operations teams can retrieve when they need it.”
